A new tile finish is not the same thing as a rebuilt bathroom. Before comparing prices, decide whether you need a cosmetic refresh, an overlay or a full strip-out with the underlying work properly specified.

If you expect to renovate within six months, start with the bathroom's condition—not its colour palette. This guide helps you brief a contractor for an HDB bathroom renovation in Singapore and compare what each quotation actually includes.

Start here: photograph stains, loose finishes, damaged joints and signs of leakage before any demolition. Do not cover an unexplained problem with new tiles and assume it has been repaired.

1. Check the flat's restrictions before choosing hacking

HDB's building works guidelines identify a three-year restriction on removing bathroom and toilet wall and floor finishes in newly built flats. Confirm the applicable dates and proposed work rather than counting three years from when you personally collected the keys.

HDB requires renovation contractors to be listed in its Directory of Renovation Contractors. Some work needs approval; work without a permit requirement must still comply with the relevant conditions. Ask your contractor to identify the precise work category before you pay a deposit for an assumed design. Our HDB renovation permit guide explains how to organise these checks.

2. Compare overlaying and hacking on the same basis

Bathroom renovation options: assess suitability before price
ApproachWhat to assessWhat not to assume
Retain and refreshCondition of existing tiles, fittings, joints and accessible pipeworkNew accessories will solve drainage or hidden defects
Overlay existing finishesBonding surface, floor levels, falls, door clearance and drain detailsA new tiled surface renews the concealed waterproofing
Hack and rebuildApproved scope, substrate repairs, waterproofing, services and testingEvery concealed defect is included in a low headline package

Overlaying may suit an existing surface that a site assessment finds suitable. Ask how the additional build-up will affect the entrance, door, floor traps, shower screen and toilet connection. Loose tiles, persistent dampness or uncertain drainage call for investigation before selecting a method.

Hacking exposes more of the underlying condition but adds demolition, disposal, reinstatement and coordination. Ask what happens if previously concealed damage is found: who documents it, how it is priced and whether you must approve a written variation before extra work proceeds.

3. Put waterproofing and testing into the quotation

The quotation should identify the preparation, waterproofing system, treatment at junctions and penetrations, installation sequence and testing responsibility. A line saying only “waterproofing included” leaves too much unresolved.

HDB's technical conditions specify pre-packed waterproofing screed and membrane for bathroom floor replacement, and a water test after replacement. Ask the contractor to document the proposed system, applicable requirements and test results.

As a practical quality-control step, agree inspection points before concealed layers are covered. Keep dated photographs and product information. Testing and curing periods should follow the selected system and applicable requirements—not an arbitrary promise to finish faster. Do not treat fresh grout or sealant as proof that concealed waterproofing is sound.

4. Confirm plumbing and fittings before tiling

According to PUB's plumbing guidance, regulated water service and sanitary plumbing work must be handled by Licensed Plumbers; specified simple tasks are exempt. Have the actual tasks classified and name the responsible party in the scope.

Confirm the toilet model and connection compatibility, basin, tap, shower system, heater arrangement and accessible maintenance points before ordering. Do not presume that relocating a toilet or floor trap is feasible. Have the exact proposal checked first.

If you supply fittings yourself, separate delivery, installation, connection parts, testing and defect responsibilities. A missing adaptor or incompatible fitting can delay completion even when it was not part of the contractor's supply price.

5. Design for wet feet and daily maintenance

Choose flooring for wet-area use, cleaning needs and your household's mobility—not just a dry showroom sample. Ask for the product's suitability information. Larger tiles are not automatically better: the installer must still resolve falls, drain locations and cuts.

  • Test the door swing, shower-screen opening and route to the toilet on the measured plan.
  • Keep floor traps, valves and service access reachable after cabinetry and screens are installed.
  • Plan easy-to-reach storage without placing vulnerable cabinetry in constant splash exposure.
  • Consider safe support and future accessibility needs early; obtain suitable fixing advice rather than attaching grab bars as an afterthought.
  • Coordinate lighting, ventilation and heater-related electrical work with the appropriate specialist.

6. Compare an itemised scope—not a bathroom package label

Give each contractor the same photographs, plan, selected approach and fitting list. Use our quotation comparison guide to check quantities, allowances and exclusions.

  • Protection, demolition or surface preparation, haulage and disposal
  • Substrate repairs, screed, waterproofing system and testing
  • Floor and wall tile quantities, supply allowances, adhesive, grout, cutting and edge details
  • Water and waste pipework, fittings, valves and specialist responsibilities
  • Sanitaryware, shower screen, door, vanity, mirror and accessories: supply versus installation
  • Electrical, ventilation, making good, cleaning and handover
  • Approval responsibilities, provisional items, variation rates and written warranty terms

Budget context: no official universal bathroom renovation tariff is used here. A surface refresh and a complete rebuild are different products. Treat an early budget as an estimate until measurements, condition, materials, plumbing and exclusions are confirmed. Ask whether quoted amounts include GST where applicable; do not assume all contractors quote on the same basis.

7. Plan how your household will manage without the bathroom

Ask for a task sequence showing demolition, services, substrate preparation, waterproofing, testing, tiling, installation and rectification. Allow for product-specific curing and delivery lead times. For a two-bathroom home, discuss whether phased work is feasible and what it adds to cost and duration. If there is only one bathroom, agree alternative arrangements before starting.

See our renovation timeline guide for whole-home dependencies. For genuine evidence of Ember's wider renovation work, view the Boon Lay resale HDB case study; it is not a bathroom-specific price benchmark.

8. Inspect use—not only appearance—at handover

Run the basin and shower, flush the toilet and inspect accessible joints for leaks. Observe drainage with the contractor, check that doors and screens operate properly, and confirm service panels remain accessible. Ask for the documented water-test record and any outstanding specialist checks.

Record defects with photographs, a responsible party and an agreed rectification date. Retain your approved scope, variations, fitting models, maintenance instructions, test records and written warranties. Check the contract's completion and payment conditions rather than relying on verbal assurances.

Frequently asked questions

Can I hack the bathroom tiles in a new HDB flat?

HDB states that newly built flats have a three-year restriction on removing bathroom and toilet wall and floor finishes. Check the applicable dates and exact proposal with your contractor and HDB before committing to hacking.

Does tile overlay fix a leaking bathroom?

Do not assume so. Overlay changes the surface finish; a leak needs diagnosis and an agreed repair method. Assess the substrate, waterproofing, drainage and final floor levels before choosing the scope.

Do I need a PUB Licensed Plumber?

PUB requires Licensed Plumbers for regulated water service and sanitary plumbing works, while specified simple works are exempt. Identify the exact tasks and confirm who is responsible before work begins.

How much does an HDB bathroom renovation cost?

There is no single reliable figure without a defined scope. Compare itemised quotations for the same demolition or overlay method, waterproofing, tiling, plumbing, fittings, testing and exclusions. Treat preliminary figures as estimates, not fixed offers.

Planning within six months?

Define the work below the surface.
